In August the bombing between the United States and Iran stopped. Talk of negotiations is circulating. But while cross-checking the material that came in over the past few days, I ran into something that held my attention far longer than the question of who is winning: reports that the US military is running out of munitions. Anyone who has drawn up an operational plan in uniform will snag on that sentence. This piece first lays out where the Middle East actually stands, and then explains why I regard that one point as a problem.

At the same time Iran’s foreign minister said Tehran is negotiating with Oman on a temporary shipping route and a legal management mechanism for the strait, and is very close to agreement.
Signals of exhaustion appear on both sides. Iran’s president said this is the optimal moment to reach a deal — the result of a blockade squeezing the economy and nearly half a year of bombardment. On the American side, the munitions problem discussed below has surfaced. The current negotiation, then, is less a victor summoning the vanquished than two exhausted parties sitting in the same room for their own separate reasons.
And the party able to break the board is someone else. The decisive reason the June memorandum collapsed was neither Iran nor the United States but Israel’s refusal to be bound by the Lebanon clause — and that structure is unchanged. Israeli cabinet members have said publicly that “from our perspective it would be better if there were no agreement,” and observers report that preparations for a unilateral strike on Iran remain in place should the US step back. In southern Lebanon, shelling and airstrikes have continued even after the April ceasefire.
A signal of regional realignment overlaps with this. On 8 August Saudi Arabia, Türkiye and Pakistan concluded a joint defense agreement treating an attack on one as an attack on all. Riyadh lit its landmarks in the three flags, and Türkiye’s foreign minister said the pact had been two years in preparation. I read it as a sign that regional states have begun to feel that American capacity is finite.

What Caught Me — The Phrase “We Are Short of Munitions”
That is the situation. But what I studied longest in this material was neither Hormuz nor the talks. It was the sentence itself: “we are running short of munitions.” To anyone who has built an operational plan in the military, that statement is difficult to accept at face value. War is something you begin after counting your stocks, and a procedure already exists to fix how much may be expended per day against those stocks. If a shortage happened anyway, the problem is not that Iran is strong — it is that expenditure discipline broke down somewhere.
First, the Confirmed Facts
Before judgment, the evidence. US outlets reported the following in early August. Joint Chiefs Chairman Gen. Dan Caine privately made clear to senior presidential advisers that airpower alone was unlikely to achieve the stated objectives and that the US needed to find an off-ramp, according to CNN. The report included the specific detail that he discussed the matter with the secretary of state, the CIA director and the vice president. The same reporting carried the figures that roughly 80 percent of THAAD interceptors and about 50 percent of Patriots have been expended.
The Associated Press and others then reported that the deputy secretary of defense wrote to industry leaders demanding they submit plans within 21 days for faster delivery schedules and expanded production. Additional reporting described missiles and critical equipment being pulled from bases in Europe and Asia and redirected to the Middle East, and officials warning that regional Tomahawk stocks were approaching “Winchester” — the military’s slang for out of ammunition.
One thing must be stated plainly. These are press reports citing anonymous officials, not matters the Defense Department has officially confirmed. Stockpile figures are classified, so official confirmation is not the sort of thing that would appear. The administration has publicly denied that levels are dangerous. I therefore treat this not as established fact but as credible reporting. What follows is my military judgment premised on that reporting — not a proven conclusion.
How Munitions Are Supposed to Be Controlled
To explain why “we are short” is a strange thing to say, look at the procedure. Normal fire planning runs roughly in this order.
First, you select targets. On the basis of intelligence assessment and terrain analysis, you choose and prioritize the targets whose destruction actually degrades the enemy’s capability. You do not strike at random; you select by calculating what stops working on the enemy’s side when this target is removed. Next, you compute the requirement per target. Depending on target type, hardening, and the desired effect, the number of rounds required emerges. Summed together, this yields the required supply rate.
But you do not always have as much as you need. So, weighing available stocks against replenishment speed, you fix a ceiling on what may actually be expended. That is the controlled supply rate. Units work down from the highest-priority targets within that ceiling. Factor in production lead time and you get how many days this operation can be sustained.
When this procedure is alive, the output is not “we are short of munitions.” It should be “at the current controlled supply rate we can sustain operations only through day X, so the tempo must be reduced or the objectives adjusted.” Depletion, in other words, is not an accident but a forecast event. That is why, looking at this situation, I suspect a failure of discipline before a failure of logistics.
Ammunition depletion is not an accident that strikes suddenly; it is a forecast calculated weeks in advance. If it arrived like an accident, either the calculation was never made or its result was ignored.
So Where Should One Look?
If I were the staff officer reviewing this, I would open the following five files in order.
First, how was the target list built? Was it prioritized by military value, or were targets added midstream by political judgment? Second, did target value match munition grade? If high-cost weapons were repeatedly spent on low-value targets, that is waste in itself. Third, was battle damage assessment properly conducted? Repeated strikes on the same target are usually a symptom of assessment failure — you strike again because you do not know whether you destroyed it, and munitions go out at double the rate.
Fourth, were defensive engagement rules tiered by asset value? If everything inbound was met with the most expensive interceptor, you walked straight into an adversary’s design to draw down costly stocks with cheap expendables. Fifth, did the sustainment estimate reflect production lead time? If the plan consumed in months an item that takes years to replace, that plan never held together in the first place.
Public information cannot answer those five. What I want to stress is this: when a diagnosis of munitions shortage appears, the first task is not placing production orders but auditing the expenditure record. Pouring in more water without plugging the leak has the order backwards.

An Exception I Should Concede — In Defense, the Enemy Sets the Pace
Let me mark the limit of my own argument. What ran down here — THAAD and Patriot — are interceptors. Unlike offensive munitions, you do not choose when to fire an interceptor. If something is inbound, you respond. The adversary decides the expenditure rate. It is true that controlled-supply-rate logic does not apply cleanly in this domain.
But the staff officer’s work remains even here: deciding in advance what you will protect and what you will let go. If you resolve to defend everything, your stocks will certainly run dry first. Recent reporting in fact mentions that risks may have to be accepted in order to conserve interceptors — which means that prioritization work is now being done belatedly. That judgment should have been finished before the war, not during it. Draining expensive interceptors with cheap drones is not a tactic that debuted in this conflict.
The Failure Higher Up — The Calculation Already Existed
Looking deeper into the material, though, the problem sits far above the operational level. This part is not judgment but published figures.
Annual THAAD interceptor production runs at about 96 units. An increase to 400 has been announced, but it is a seven-year ramp. Patriot-family production is to rise from 600 to 2,000 a year, with similar constraints. If a weapon that loses 80 percent of its inventory in a few months of war is produced at 96 units a year, then the material foundation for fighting this war at length never existed. The bottlenecks are concrete: solid rocket motors depend effectively on a single company, and those motors are shared across the Patriot, THAAD, Tomahawk and Standard Missile families. The Patriot’s seeker comes from a single facility. Since the 1990s, roughly 40 percent of small suppliers in the missile production ecosystem have disappeared.
And here is the decisive part. The warning already existed. America’s own wargames repeatedly concluded that long-range precision munitions would be exhausted within a week in a Taiwan scenario. This was not a failure to prepare out of ignorance; it was known and not acted upon. That, I believe, is the real pressure point of this episode.

The Most Dangerous Signal — The Bottom and the Top Say Different Things
As someone who has watched organizations for a long time, the passage I find most ominous is elsewhere: working-level officials warning that stocks are near empty while the leadership publicly says there is no problem. If that gap persists, it is one of two things. Either the warning is not travelling upward, or it travelled and was not accepted. Either way the organization’s nervous system is severed, and that is a far more dangerous condition than a shortage of munitions. Munitions can be replaced with money and time; an organization in which bad news does not travel upward will repeat the same failure in the next war.
So I would put it this way. The opponent the United States must defeat right now is not Tehran but its own system. Audit expenditure discipline. Separate politics from target selection. Fix interception priorities in advance. Reconnect requirements planning to the industrial base. And above all, restore the channel through which bad news travels upward. Until that internal repair is complete, the same failure will recur against any adversary. This is not an attempt to belittle the United States. The stronger a military is, the more its strength rests on the capacity to tighten its own procedures.

Why Korea Cannot Treat This as Someone Else’s Business
Among the reports above, the passage most directly relevant to us is that the United States is pulling missiles from assets deployed in Europe and Asia and redirecting them to the Middle East. That sentence also means that readiness across the Asian theater, the Korean Peninsula included, is thinning right now.
We have long treated American extended deterrence as though it were an effectively unlimited resource. What this war revealed is the opposite. Even a superpower’s magazine has a floor, and carrying two large wars at once is far harder than assumed. If expenditure in one theater draws down inventory in another, the safety factor of the ground we stand on changes accordingly. This is not an argument for doubting the alliance; it is an argument for putting the alliance’s physical capacity into the calculation.
And the same questions should be turned on ourselves. How many days of munitions do we hold? Where are the bottlenecks in our domestic production base and component supply chains for precision weapons? What did our own wargames warn, and did those warnings translate into budgets? The tuition the United States is paying right now is something we have the chance to learn for free. The Saudi-Türkiye-Pakistan defense pact reads in the same light: regional states have begun to sense that American capacity is finite, and the move to build their own safety margins has started.
My Conclusion — Plug the Leak First
To sum up. The current lull looks less like the product of victory than the product of attrition. Iran too is worn down enough that its president speaks of an optimal moment for a deal, so neither side has won and both have simply stopped. But what I studied longest in this phase was not the win or the loss. It was the internal condition of the American military.
If the diagnosis of a munitions shortage is accurate, the answer is not production orders alone. It is first establishing where and how the leak occurred. Increase output without that audit and you simply consume a larger inventory faster. And if the procedures and the people to carry out that audit are not functioning properly inside the organization, then the problem is not individuals but the system. A system that does not tighten itself will loosen.
